Effective immediately:

Filing: Temporary filing procedures implemented on August 18 and updated August 29, 2025, are now rescinded. All documents should be filed in CM/ECF. The Court’s Highly Sensitive Documents (HSD) procedure is available for the most sensitive matters.

Access: Certain sensitive documents will only be accessible to the Court. A “stub file” will be uploaded in place of the sensitive document. The following message will appear on the Stub File:

“Sealed documents are no longer available in CM/ECF or via PACER.
Please contact the court directly to request access to the document.”

To request a sensitive document filed by the Court, please email: moed_request@moed.uscourts.gov

Service:

• Non-sensitive documents will continue to be served on the parties through CM/ECF and accessible through the Notice of Electronic Filing (NEF).
• Restricted and sealed documents will no longer be accessible through CM/ECF or PACER. Because restricted and sealed documents are no longer viewable electronically by the parties, service cannot be accomplished through CM/ECF. Therefore, parties must serve restricted and sealed documents by other appropriate means on opposing parties as provided by the Federal Rules of Civil Procedure and Federal Rules of Criminal Procedure.
• Copies of restricted and sealed documents filed by the Court will be served on the appropriate parties via encrypted email and will go to primary email addresses only (no secondary email addresses will be included). The email will be sent within 24 hours, excluding weekends and holidays. Instructions on how to open encrypted emails received from the Court.
