New Chief Judge Court of Appeals
Lavenski R. Smith of Little Rock, Arkansas, will become Chief Judge of the United States Court of Appeals for the Eighth Circuit on March 11, 2017. He is the first African-American to serve as the Eighth Circuit’s chief judge.
Chief Judge Court of Appeals to Step Down
William Jay Riley of Omaha, Nebraska, will step down as chief judge of the United States Court of Appeals for the Eighth Circuit on March 10, 2017. He will remain in active service on the court. Judge Riley will be succeeded as chief judge by Judge Lavenski R. Smith of Little Rock, Arkansas.

On January 12, 2017, the Court, in cooperation with the U.S. Attorney's Office and Office of Federal Public Defender, hosted an open forum to discuss the amendments to Local Rule 13.05, Pleadings and Documents Filed Under Seal. These amendments will take effect on February 1, 2017.
CJA Application Deadline for New Members
The next bi-annual meeting of the Court's Criminal Justice Act (CJA) Committee will be held in March of 2017. Any attorney requesting to be a new member of the CJA Lead Panel or Training Panel for the Eastern District of Missouri shall submit a completed application for membership no later than February 1, 2017. Applications shall be sent to the attention of Clerk of Court Gregory J.
New Federal Rule Eliminating 3-day Grace Period for Electronic Filing Will Apply to Pending Cases, Unless Otherwise Requested
Recent federal rules changes that took effect December 1, 2016 have eliminated the 3-day grace period for electronic filing in both civil and criminal cases. See Fed. R. Civ. P. 6(d), Fed. R. Crim. P. 45(c).
AMENDMENTS TO THE FEDERAL RULES OF PRACTICE AND PROCEDURE (IMPORTANT INFORMATION)
Congress has taken no action on the proposed amendments to the Federal Rules of Appellate, Bankruptcy, Civil, and Criminal Procedure, adopted by the Supreme Court and transmitted to Congress on April 28, 2016. Under the Rules Enabling Act, 28 U.S.C. §§ 2071-75, amendments to the rules take effect today, December 1, 2016.
New local rules effective today; other revised local rules being published for comment today
The United States District Court for the Eastern District of Missouri announces that revisions to Local Rules 6.03, 12.01, 13.03, and 13.04 will take effect today, December 1, 2016 as proposed. Proposed Local Rules 2.08 and 8.03 have been amended and are being re-circulated for comment through December 31, 2016, with a proposed effective date of February 1, 2017.

At its September 2016 session, the Judicial Conference approved inflationary adjustments to fees on the appellate, district, and bankruptcy court miscellaneous fee schedules, as well as on the Court of Federal Claims and the Judicial Panel on Multidistrict Litigation miscellaneous fee schedules.

On September 21, 2016, Hon. Stephen N. Limbaugh, Jr. entered a Memorandum and Order in the above-styled case on three consolidated lawsuits relating to the St. Louis Rams' January 2016 decision to move the team to a new stadium in Inglewood, California (Case No. 4:16CV-262 SNLJ and 4:16CV-297 SNLJ were consolidated with this case). It has been reported that a person receives a call or message from someone identifying himself or herself as a Deputy U.S. Marshal or officer of the court. The caller states that you failed to report for jury duty, you are the subject of a criminal investigation, and that a warrant has been issued for your arrest.

Federal Courthouses in Eastern Missouri Will Still Accept Missouri IDs for Entry Into Courthouse
The US Marshal's Office in Eastern Missouri has released the following statement in response to concerns that Missouri state IDs would no longer be accepted in federal courthouses due to the federal Real ID Act: "At this point in time we are not changing our identification and security procedures in response to the Real ID Act.

Local Rules - Proposed November changes take effect
Several amendments to The United States District Court for the Eastern District of Missouri’s local rules took effect yesterday. No public comments were received on the rules. The rules are effective immediately but are still subject to review and approval by the 8th Circuit Judicial Council.
Instructions - Re Registration Fee Payment Instructions
Pursuant to Local Rule 12.01(D), all attorneys admitted to the Bar of the Eastern District of Missouri must renew their membership every four years. The purpose of the re-registration is to keep the court's attorney database accurate.
Lawyers admitted to practice in the United States District Court for the Eastern District of Missouri will be hearing from the Clerk of Court beginning November 17, 2014. Every member of the bar will receive an e-mail message explaining the court’s requirement that lawyers renew their registration and provide an update of their profile.

Ronnie L White Appointed District Judge
United States District Judge Ronnie L. White began his full-time work in the Thomas F. Eagleton Building at the beginning of August. He is in the process of receiving and reviewing his assigned caseload, hiring his staff, working with counsel on his assigned cases, and gradually receiving new cases as they are filed.
Notice of Juror Phishing Scam
A number of district courts have reported in the last few days that citizens are being targeted by a juror phishing email. This email asks recipients to provide personal identifiers (SSN, DOB, mother’s maiden name, etc.) on an attached PDF form to be emailed back to the originator. A sample of the scam email is included at the end of this notice.
