E-Pro Se is a user-friendly, inter-active Web application, developed by the United States District Court for the Eastern District of Missouri, that allows self-represented (pro-se) litigants to electronically prepare the documents and forms necessary to initiate a new civil case; for example, the Civil Cover Sheet form, JS-44, the Complaint form, a Motion to Proceed In Forma Pauperis and Financial Affidavit Pursuant to 28 U.S.C. §1915, and a Motion for Appointment of Counsel and Affidavit in Support. The program gathers necessary information through an on-line exchange with the litigant and then uses the information provided by the user to create these civil case initiation documents that may be filed with the district court. At the end of each program, all forms are printed legibly in a document format organized to provide the court with essential information about the type of claim the filer intends to present for resolution. Self-represented litigants are able to use E-Pro Se to create case initiation documents required for Social Security, employment, consumer, and civil rights complaints. Training on the use of E-Pro Se is provided by Clerk’s Office Staff.
The E-Pro Se program can be accessed on the Court’s website: www.moed.uscourts.gov from any remote computer with internet access or through the Court’s E-Pro Se kiosks in the Self Help Center and in the Intake area of the Clerk’s Office.
Users have the ability to review, edit and save the completed documents that are created on a home computer or saved to a flash drive from a public library or court provided computer. Additional informational pamphlets and books regarding social services, legal resources, Federal Civil Judicial Procedure and Rules, etc. are available in the Self Help Center to assist self-represented litigants.
